In order to get a project completed, it requires alignment of all the stars. Obtaining entitlements is the first milestone and can vary from less than a year to several years. Plan check is the second milestone in agency approvals which can take about a year. Once the proposed design is ready for building permit, the owner must obtain construction financing to break ground. The projects listed in the unbuilt work section is entitled or permitted. Many of these projects will not make the cut to get to the construction stage.
